Seating Capacity

The minibus in the UK is typically defined as an automobile assembled to carry up to 16 passengers.

  • 9-16 Seats: The range for a standard minibus seating capacity.
  • The Driver’s Seat: The driver’s seat is always excluded when it comes to counting vehicle capacity. Therefore, it makes the vehicle a 17 seater.
  • Small Vehicles: Vehicles with fewer than 8 passenger seats are classified as an MPV or a car.
  • Large Vehicles: A vehicle comprising more than 16 passenger seats is usually categorised as a coach.

Weight and Size Limits

Minibuses are classified as M2 category. This is based on the total weight and size of the respective vehicle, including passengers, fuel, and luggage. For a minibus, the vehicle should have a mass of no more than 3.5 tonnes.

  • Standard Limit: Minibuses can weigh up to 3,500kg.
  • Accessible Allowance: The weight limit is extended to 4,250kg in case of the vehicle carrying special equipment for special needs passengers.
  • Zero-Emission Bonus: For electric or hydrogen minibuses, the weight limit on a licence category B has been increased to 4.25 tonnes under specific licensing conditions.

UK Minibus Speed Limits and Safety

In busy areas, Minibuses have a speed limit of 30mph. This is further reduced to 20mph in residential areas. The limit for single carriageways is 50mph and 60mph on dual carriageways. If the vehicle is less than 12 meters long, it can travel up to 70mph.

After 2005, minibuses are legally required to have an in-built speed limiter. It helps in physically capping the speed limit.

Is There Any Special License To Drive a Minibus in the UK?

Yes, you need a category D1 license to drive a minibus of up to 16 seaters in the UK. However, if you are driving for non profit or not on a hire basis, you can use your standard car (Category B) license if you passed your test before 1997 or meet specific conditions. 

When Do You Need a D1 License?

You would need a D1 Driving license:

  • If you're driving for profit, hire, or reward (e.g., paid transport).

  • For minibuses of 3.5 tonnes to 7.5 tonnes or with more than 16 passengers. 

  • Or if you want to attach a trailer to your minibus for luggage purposes. 

So in a nutshell, you would need a dedicated D1 license to drive a minibus for commercial purposes or with more than 16 passengers. Otherwise, you can use your general category B license to drive a minibus for personal use in the UK.
